[点亮学校] 用户报名流程

功能：
- 记录有哪些用户报了名
- 每个用户进展到了哪一步：填写报名表、选”我去过“的学校、提交攻略
实现：
- 建新表 recruits
- recruits schema: user_id, apply_valid?, visited_school_existed?, submitted?
- apply_valid? 判断用户的 profile 是否填写完整
- visited_school_existed? 判断用户是否有去过的学校，把有的都列出来，并提示用户选择查找新的
- submitted? 判断用户是否提交了包含tag”点亮学校公益旅行攻略大赛“的攻略
